Performance Management, Evaluation, and Learning Services IDIQ

ME&A is prime contractor to the U.S. Department of State on two Performance Management, Evaluation, and Learning Services (PMELS) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide performance monitoring, evaluation, and learning services to headquarters; regional, functional, and management bureaus; and overseas posts. They are multiple award IDIQs with two base years and two option years and an overall ceiling of $150 million.

ME&A’s two awards cover two functional areas: Civilian Security, Rights, and Stability along with Economics, Environment, Science, Technology, and Health. These two functional area contracts were reserved as small business set-asides.

Task orders under the two IDIQs will focus on:

  • Designing and implementing a variety of short- and long-term quantitative and qualitative evaluations
  • Supporting performance monitoring, including establishing monitoring methods, developing metrics, data collection and analysis, and data visualization
  • Developing performance management materials and work aids
  • Developing and providing training around the U.S. Department of States’ Managing for Results framework as well as supporting staff augmentation necessary to implement it
  • Providing general technical assistance, including consultation, advisory, and capacity-building services
  • Supporting development and implementation of deliverables under the Foundations for Evidence-Based Policymaking Act of 2018

The PMELS IDIQ is a follow on to the U.S. Department of State Performance Management and Evaluation Services IDIQs awarded in 2017. ME&A was awarded two IDIQs under that procurement resulting in five task orders. ME&A’s recent data collection work in Ukraine and Moldova was under one of these IDIQs.
